Inertial delay with initial parameter

Modelica Standard Library

	Description
	The Inertial Delay component provides the input as output delayed by $T_{D}$ if the input holds its value for a longer time than $T_{D}$ . If time is less than $T_{D}$ the initial value $y_{0}$ holds.
