Rheostat with linearly decreasing resistance

	Description
	The Ramped Rheostat component models a rRamped rheostat, used for starting asynchronous induction motors with slip-ring rotor. The external rotor resistance $R_{start}$ is reduced to zero, starting at time $t_{start}$ with a linear ramp time of $t_{ramp}$ .
